Presenting on behalf of Major General William Lord of the Air Force Cyber Command (Provisional), Colonel Jodine K. Tooke works for the Air Force Communications Agency, the Air Force’s center of excellence for command, control, communications, computers and information technology. Tooke served in the Command, Control, Communications, and Computers Systems Directorate of the Joint Staff, where she led efforts to operationalize cyberspace and drafted the National Military Strategy for Cyberspace Operations (NMS-CO). She consulted with the Office of the Director for National Intelligence to establish the Comprehensive National Cybersecurity Initiative that formalizes relationships among federal agencies and addresses the security of our national cyberspace. In 2008 she teamed with experts in the Strategic Plans and Policy Directorate of the Joint Staff to establish joint cyberspace policy for effective strategic planning and to foster collaboration within the Department of Defense and with federal agency partners, allies and academia. Responsible for publishing the NMS-CO Implementation Plan, she worked with task leads and experts in the Offices of the Secretary of Defense, the armed services, various agencies and the Unified Combatant Commands to begin execution of 42 interrelated tasks.
